
The National Council for the Industrialization of Madagascar (CNIM), led by its President Rivo ANDRIAMANALINA, actively participated in the official launch of the Economic Recovery Assises, held on 19 January 2026 at the Ivato International Conference Centre (CCI Ivato).
The launch firmly positioned the Assises as a structured platform for dialogue between the State and the private sector, aimed at shaping a new economic contract based on a genuine, measurable partnership rather than on declarations of intent.
Speakers unanimously emphasized that the private sector must serve as the main driver of economic recovery and job creation, while remaining closely involved in the design and implementation of public reforms. Private sector representatives stressed the need for an effective and operational public–private dialogue, grounded in clear commitments and supported by well-defined implementation timelines.
Entrepreneurs also highlighted the structural constraints they continue to face, including a challenging business climate, persistent administrative bottlenecks, limited fiscal clarity, insufficient infrastructure, and an inadequate level of legal certainty.
According to public authorities, the Assises aim to lead to the establishment of a National Economic Recovery Pact between the Government and the private sector, built around measurable outcomes such as job creation, productivity gains, and increased investment. This Pact is expected to incorporate clear performance indicators to ensure effective monitoring and accountability in its implementation.
Public authorities further underlined the urgency of reforming the current growth model, which remains overly dependent on rent-based activities and insufficiently diversified, in favor of a more productive, inclusive, and industrial-oriented economic model. This vision strongly aligns with CNIM’s strategic approach through the Pact for the Industrial Programming of Madagascar (the “Pact”), which seeks to increase local value creation and support priority sectors with strong industrial potential. These include agro-industry, textiles and apparel, essential oils, mineral processing, energy industries, and more recently, high-end artisanal production with industrial potential and an export-oriented focus.
The Government also called for a decisive shift from dialogue to action, advocating for concrete commitments supported by clear timelines and robust monitoring mechanisms. The objective is to ensure that the Assises go beyond traditional forums and deliver tangible and measurable results for the national economy.
The official launch of the Assises was held under the High Patronage of His Excellency Colonel Michael RANDRIANIRINA, President of the Refoundation of the Republic of Madagascar, and under the Sponsorship of the Prime Minister, Head of the Government of the Refoundation of Madagascar, Herintsalama RAJAONARIVELO, with the leadership of the Ministry in charge of Industrialization and Private Sector Development, the Ministry of Economy and Finance, the Economic Development Board of Madagascar (EDBM), and the European Union.
